fix: raise project-memory budget ratio to 0.25
At 0.15 the effective per-call allowance (450 - 55 wrapper) was 395 chars, which is just under the length of a real paragraph-length project memory (~400 chars). Verified on live p04 probe: band was still absent after the flat-budget fix because the first memory entry was one character too long for the budget.
