feat: add Atomizer HQ multi-agent cluster infrastructure

- Shared skills: delegate, orchestrate, atomizer-protocols
- Capability registry (AGENTS_REGISTRY.json)
- Cluster management: cluster.sh, systemd template
- All secrets replaced with env var references
