- spec_validator.py: Semantic validation with detailed error reporting

- spec_extractor_builder.py: Build extractors from spec definitions

Tools:
- migrate_to_spec_v2.py: CLI tool for batch migration

Tests:
- test_migrator.py: Migration tests
- test_spec_manager.py: SpecManager service tests
- test_spec_api.py: REST API tests
- test_mcp_tools.py: MCP tool tests
