OP_11 §Triggers idle-mode rule: when no workspace file changes for >7 consecutive days, switch nightly digestion to weekly-only. Resume nightly when activity resumes. This cycle archived 1 log — the only substantive action in 20 nightly runs. Weekly would have caught this on the same schedule.
- Requires CEO approval per protocol change rules.
