OP_11 §Triggers should add an idle-mode rule: when no file changes across any workspace for >7 consecutive days, switch nightly digestion to **weekly-only** (e.g., Wednesday 4 AM). Resume nightly when activity resumes. This would have avoided 12+ redundant cycles this month alone.

||
- Propose adding to OP_11: "**Idle Mode:** If no workspace file changes detected for 7+ consecutive days, digestion frequency drops to weekly until activity resumes."
|
||
- Requires CEO approval per protocol change rules.
